With reference to your Despatch No. 169 of
the 13th. June, 1902, I have the honour to inform you that in
September last by agreement with Major-General Sir William Gascoigne I nominated Mr. May, Colonial Secretary, while Sir William Gascoigne nominated Colonel L. F. Browne, Commanding Royal Engineer, to act as valuers, the one on behalf of the
Colonial Government and the other on behalf of the War Depart- ment, with a view to arriving at a settlement of the exchanges referred to in your Despatch.

Considerable delay has occurred in completing the valuation owing to the difficulty in finding new Rifle Ranges in substitution for those at Kowloon, to the fact that the Military Authorities desired to acquire a large new area at Nog Tau Kok instead of confining themselves to Devil's Peak, to the want of accurate surveys of much of the land to
be exchanged, and to the many points of detail that arose in
a transaction of the magnitude involved.
